By Helen Spafford

  1. Tell me about NorthWales Construction Partnership.

NWCP is a collaboration between the six North Wales local authorities, delivering a compliant, high-quality construction framework that can be accessed by all public sector bodies within the region. We drive consistency, sustainability, social value and community benefits across public sector projects.

  2. Why do clients love NWCP?

Clients value our approachable, personable team and the relationships we build. We’re not just a process, we’re a framework family, offering trusted, hands-on support to clients to deliver world class construction projects.

  3. What are your most innovative public sector builds and what makes them special?

NWCP frameworks support a wide range of innovative public sector projects, particularly in education and low-carbon development, with a focus on net zero delivery, MMC, early contractor involvement, and long-term performance. Many school projects are funded through the Welsh Government Sustainable Communities for Learning Program setting ambitious targets for sustainability and community outcomes. A key example is Ysgol Gymraeg Croes Atti (Welsh Medium Primary School), delivered to Net Zero standards with an EPC A+ rating and winner of the Constructing Excellence in Wales Delivering Value Award 2026.

  4. What makes you proud to be part of your region?

North Wales has a strong sense of community and collaboration. It’s rewarding to play a part in delivering projects that improve local places, services, and create opportunities.

  5. What do you do to support local communities?

We work closely with employment services, colleges, universities, DWP, prison services, the voluntary sector, and CITB to connect projects with local people supporting jobs, skills, apprenticeships, and inclusive opportunities.

  6. How did you first become involved with the NACF?

We joined NACF to align with best practice, collaborate with peers, and support continuous improvement in framework delivery.

  7. Why is the NACF important in the construction industry?

NACF promotes consistency, quality, transparency, and value in framework delivery, providing guidance and a platform for collaboration across the public sector.

  8. Best advice for a public sector organisation using a framework?

Gather and review all information relating to available Frameworks before selection; demand transparency on fees, levies and any further costs such as social value tracking software etc.  Engage early and be clear on outcomes. Use framework expertise and early contractor involvement to maximise value and reduce risk.
